Rebate Strategies for Medical Devices procured by Public Hospitals

As of March 11, 2025, new legislative provisions under Joint Ministerial Decision Γ2γ/3263/2025 (GG B’ 1104/11.03.2025) introduce a graduated discount rate (“rebate”) of 0 % to 5 % on medical devices and reagents, except for machinery used for the prevention, diagnosis of diseases or conditions, or for detecting and measuring the structure or function of the body for medical purposes, procured through public contracts via the National Central Health Procurement Authority or directly by NHS hospitals, as well as the Onassis Cardiac Surgery Center, Papageorgiou Hospital, and all public hospitals. The rebate is determined by the procuring entity based on each supplier’s total turnover, calculated per hospital and per quarter, VAT excluded.

Additionally, the procuring entity may, by decision of its competent body, offset the rebate amounts against its outstanding debts to the supplier in the following quarter, provided that the debts are supported by legal documentation.

These provisions take immediate effect.
