On 22 January 2026, the much-anticipated Joint Ministerial Decision No. D3(a) 52922/2025 was officially issued, introducing a long-needed framework for the simplification and rationalisation of contracting and financial management procedures in the field of clinical research.

What does the new JMD introduce?

The JMD updates / establishes standardised, dedicated contract templates, aiming to reduce administrative burden, accelerate timelines, and enhance legal certainty across research projects involving medicinal products and medical devices.

Indicatively, templates are introduced / updated for:

2️⃣ Non-Interventional Studies with Medicinal Products & Research without Medicinal Products (new)

3️⃣ Clinical Research with Medical Devices & IVD Performance Studies within Intended Use (new)
